Sekisui S-LEC
Our client Sekisui S-LEC B.V., located in Geleen and in Roermond, is part of the global Sekisui S-LEC organisation, which in turn is part of Sekisui Chemical Co. Ltd, the Japanese chemical company.
Sekisui S-LEC is the producer of PVB-interlayer film and produces in 6 locations throughout the world. Sekisui S-LEC uses 2 production locations to supply its own required resources, which is the PVB-resin. In addition to the production location in Minakuchi, Japan, the location in Geleen has been actively producing PVB-resin since the beginning of 2007. At this plant, approximately 65 employees work for various departments. The production location in Roermond started in 1996 and at this plant approximately 225 employees are active. Due to promotion of the current EHS-Manager internally within Sekisui we are looking for an:
EHS – MANAGER
Leader-strategic EHS level-sturdy and resilient people manager
GENERAL
The EHS Manager acts on a strategic level and is responsible for policies in the fields of Environment, Health and Safety and for managing licenses. In the plant of Roermond and in the plant in Geleen, in total 4 EHS employees (officers/ engineers) are located. They are responsible for executing the daily operational activities in the area of EHS. The end responsibility for the EHS policy is designated to the plants managers of both plants.
CORE ACTIVITIES
EHS Policy
• bearing the strategic responsibility for and providing local support in the field of EHS
• monitoring developments and changes in rules and regulations considering EHS, signalling possible consequences for the organization
• coordinating with Japan HQ considering EHS standards and guidelines
• preparing the EHS policy, making and supporting proposals
• elaborating approved policy in goals, operation procedures and budgets
• monitoring department budget
• functioning as management representative (external contact person) regarding EHS matters
Realization of EHS plans
• organizing EHS activities, delegating activities, responsibilities and powers
• taking care of optimal coherence of staffing and EHS activities
• consulting with Plant Manager of both plants considering matters that exceed the scope of EHS
Compliance to EHS procedures
• forming and fostering the EHS culture
• stimulating involvement of all departments with the EHS culture
• taking care of drafting EHS procedures, rules and instructions
• taking care of risk inventory and evaluation
• applying for licenses and taking care of compliance to licenses
• consulting with several government institutions regarding audits and standards
• contributing expertise on EHS to projects
EHS management systems (ISO 14001,ISO 45001 etc.)
• establishing, implementing and maintaining EHS management systems
• monitoring possible problems, informing and giving support to the Plant Manager of both plants and stakeholders to reach a solution
• supporting departments regarding EHS management systems
• planning, preparing, supporting and coordinating (re)certification audits (TÜV)
Advising the organization
• Assess changes which form part of the MOC (Management of Change) procedure and respond to these by providing specific advice on the various focus areas (such as workplace legislation, CE, integrity and HAZOP)
• Provide support for issues and give advice to the organization, works council and employees
• Provide input to the HR department regarding external training requirements for employees
• Provide internal training courses and instructions
• Put forward points for improvement, in response to the incidents and accidents register, to prevent a recurrence
• Initiate actions, in joint consultation, to remain compliant with laws and regulations
Improvement of EHS procedures and systems
• staying up-to-date with knowledge and developments within the area of expertise
• analysing EHS data and providing advice to Plant Managers of both plants
• initiating improvements regarding, EHS procedures and compliance and staff to assure quality
• defining project plan and putting together a project team
• leading projects, monitoring progress and budget
• assuring implementation
Head of Emergency Response Team
• implementing the emergency tasks assigned and entrusted by law to the employer by establishing and managing the emergency response organization
• providing training and exercise emergency response
• communicating with employers, work council, employees and with external bodies like professional emergency services
EHS data and reports
• analysing and delivering EHS data for the purpose of discussion
Operational and functional management
• guiding EHS Officers in the execution of their activities
• monitoring deviations and correcting them
• planning the work and personnel and determining priorities
• managing and evaluating the achievements of the EHS Employee
• having performing (planning, coaching and evaluation) interviews and assessment interviews
• monitoring the progress based on specified KPIs and ensure quality of execution
Maintained rules
• guarding the safety regulations
• guarding labour health-regulations, as well as environmental, health & safety laws and regulations
• assessing the consequences of the process in terms of prohibited chemicals, complying to legal and corporate regulations
- Reports to Managing Director (hierarchical), Plant Manager Film Plant and Plant Manager (job technical).
- Manages on both plants one EHS engineer and one EHS officer (hierarchical).
KNOWLEDGE and EXPERIENCE REQUIREMENTS
Working and thinking level
• Bachelor level in a technical education, preferably supplemented with a education within the field(s) of EHS.
Education/experience
• Safety Manager education
• additional knowledge in the field of environmental
• current knowledge of relevant laws and regulations
• minimum 5 years of experience in a similar position in a production environment
• familiarity with the establishment and maintenance of environment, health and safety systems
• Experience with BRZO is a plus
